Who Needs an EU Representative?

Under Art. 27(1) GDPR, companies outside the EU/EEA may be required to appoint an EU Representative if they process personal data of individuals in the EU in connection with offering goods or services to them or monitoring their behavior.

This may apply, for example, to non-EU companies that operate EU-facing websites, apps, SaaS platforms, e-commerce shops, AI services or digital products without having an establishment in the EU.
